Easiest process is to, either, draw with a graphics tablet, such as one manufactured by Wacom, or to go ahead and draw on paper, and scan the image into the computer to finish it.
There are high end, expensive graphics systems that let you draw directly on the monitor.

For the software you can consider Photoshop and ArtRage. Photoshop os the software used by most digital artists and can give you wonderful effects, however, it is a little expensive. ArtRage is a wonderful program, the tools give you real-life effects as if you were painting in "real life." Some of the tools for ArtRage are: Brush, Chalk, markers...and so on. Photoshop 7 is fine but if you want to try another version of photoshop you can do that too. By the way, ArtRage is only like $70 so it is cheap, but it is really good. For both software you can download trials, so that's a plus before you decide to buy. For instructions, just try to find tutorials, there are plenty online tutorials that are free and can help you. You can't, because (obviously) you aren't drawing on paper.
You can buy a graphics tablet, and use the stylus instead of a mouse, but you will still be drawing indirectly. If you want to draw on the computer, you'll have to adjust yourself to the difference in the process.

You can use your Windows Paint program... But there's a lot of other paint programs out there; i.e. Paint Shop Pro. I'm an artist and love using it.. I can scan my original drawing into my pc and complete it there!!! It's great! There's also Coral... and so many others... And there are tutorial sites that teach it!!!!!
I agree with the above that it does take TONS of patience and a steady hand. But then all great art work does! lol

i am making layouts and drawing also as if im using paper, through paint, located in the accessories..but it takes a lot of patience and a definite move of the mouse with firm wrist..no shaking..
paint has the magnifying of the object to see the exact bit of your piece, and as you zoom it to large size, you can also show the thumbnail box to see the output per changes. this is fun..then you can save it either in bitmap or jpeg format. but it is better to save in bitmap for clarity.
