I believe your premise to be illogical. President Bush will go down in history as one of the top presidents. What would make him the worst in your mind? The economy is doing well despite the war in Iraq, Katrina, 9/11, and the fires in California, which was handled magnificently, BTW without the federal government running to overtake state government authority. Unemployment is at an all time low, 4.2%.
Unlike someone like FDR where he prolonged the great depression by raising taxes by tripling them with all his programs that did not work, and unemployment then was 17% between 1933 and 1940. The war is what brought us prosperity at that time.
Giuliani hopefully would continue to cut taxes and remain a strong leader like he was against the mafia in New York.

Hard to predict if he can outdo the king, but it would probably be close, but at least he doesn't look like a monkey. However, he did dress up as a drag queen.
