If you look at the terminals they will be marked line and load, you have the incoming and load pairs crossed over and are feeding the neon side of the switch. Reverse both pairs and all will be well.

neon should only be on when switch is on.
you have wired up the switch wrong.
You need to understand what you are doing, its dangerous.
That's why the law states you need a part p qualified person to do the job.
Your building insurance could be void, because you broke the law. Plus could be costly when you sell your house.
Hope you follow all the other rules and regulation regarding the electrical connection.. You can just replace new for old as the new has to comply, poss cable / breaker upgrade etc.

There is probably a permenant feed at the switch which you have wired the neon light to, therefore not switching off.

I dont know why there should be a neon at all, but if you swapped input and output it would come on when you turned the light on.

you have put the cables in the wrong places as you must have put the incoming supply into the load side. you shouldn't have undertaken this job as you are breaking the building regulations reguarding part p
