Yes, after 2 years of marriage to a Singaporean citizen and also having permanent residence, you can register for citizenship. Or if you are a male permanent resident, you can register after full completion of the National Service.

Singapore does not allow naturalisation, only registration (I don't fully undertand it). You may also apply for registration (this would normally be called naturalisation in other countries) after residing in Singapore for 10 out of the 12 preceding years, and you must be resident in Singapore atleast 12 months before application for registration. This 10 year requirement has been waived under certain circumstances to 5 out of 6 years. You must also be intending to live in Singapore and understand 1 of the 4 of Singapores languages.

Work in Singapore or marry a Singaporean so that you can become a Singaporean citizen.
