It is a scam designed to get you to send them personal information to be used to scam other people. No reputable business or institution would ever:
1. approach people randomly and make job offers
2. ask for anyone to send a scanned passport/photograph

The scam works like this:
Scammers make random job offers to people. These offers usually promise great wages for seemingly little work. They will send you "paperwork" (it's all fake) to keep you interested. They will then ask you to send a scan of your passport, driver's license or any other photo identification. The scammers will then take that information to create a fake passport of some non-existent official to send to someone else to try and scam them out of their money. Or, worse, they may try to put someone else's picture on your passport and try to pass that person off as you!

As for what to do next, you would best contact the police to let them know what has happened. You should also contact the government department who issued your passport and let them know what has happened. Check out: http://www.scamorama.com to learn more

It is a common scam. No hotel in Canada hires internationally. Although I would be concerned of faxing them personal information, it shouldn't be any trouble with that. Their next step is likely to be to ask you for a fee to complete your immigration papers. That's the scam, if you pay the money, they take it and run.
