No, not really and yes.
Interpol is basically an information clearinghouse with no authority to arrest and detain.
However, there are so many treaties between countries on this sort of thing that it's practically gotten that way,
For instance, if a Swede was a fugitive in his land and fled to Argentina, and the Swedish authorities find out, then they will request the Argentine authorities detain him till the Swedish police can get there. That's why the FBI can get an American fugitive almost anywhere in the world.
There are still a few places a fugitive can hide, but not anywhere most people would want to live.

And even Interpol are largely independent, but agree to collaborate on certain types of crimes that transgress International borders.
But there is no such thing as a World Police Force.

Interpol is the police, the UN is the armed forces. Countries can try to deny their authority, but they will lose.
The USA can also be called the world's police force. Without the US, this world would probably be in WW3 by now. As long as there's an ethical superpower to keep things in control, the world is 'safe".

Yes its called the United States Marine Corps.
Believe it or not there are some countries that believe us marines have to eat our first born child to be accepted it our beloved Corps. Were also sometimes refered to the most feared fighting force in the world..............under the marines i think Team America is the runner up..... rest assure If there is America is running it or the head of it. Just think of nukes for instance USA is the only country that has ever dropped an A-Bomb on another country.....EVER. Savy?
