Would the person have to take the medicine before they got the tattoo?

Might be a good idea. It would be a precaution against endocarditis related to bacteremia from the procedure. (Infection that could affect a heart valve from bacteria that could get into the blood stream when the tattoo is done.)
I suspect you are young, so perhaps the heart surgery was for a valve problem. Your primary care doc should know and would have to prescribe the short course of antibiotic to take by mouth before and soon after the procedure.
Hopefully you would be having this done at a reputable place.

i think that if you have had cardiac surgery and want a tattoo you should take psychiatric medicine (lol)

it depends, if its prophylaxis then u have to take medicine, its better if u see ur doctor =D
