No - titanium will not turn your finger green.
"Titanium is completely neutral to the human body and is frequently used in the medical field to replace heart valves, and bones. Because of its neutrality, it is also excellent for use as jewellery. It does not cause irritation or discoloration on the skin, making it a perfectly suitable material for the most sensitive skin types." http://www.titaniumrings.com/techinfo.html

you have to be careful the only way you can cut a titanium ring off is with a diamond saw. And no it will not turn your finger green. as the person before me stated its great for people who are allergic to metal like my husband, he does not break out when he wears his titanium ring

I don't think Titanium will turn you green. However, it can still cause you to have a allergic reaction, which is probably very very rare. Personally, I can't wear gold, especially the expensive stuff, I can wear cheap gold longer, but it all turns me green...
Something in the cleaner, at my jewelry store, will make me break out in a horrible rash on my fingers. I wont be able to wear my wedding rings for weeks and will have to clean them myself constantly, its a pain.

I had a similar problem, gold caused me to break out. As did silver. It was an alloy they used to strengthen the ring.
If your worried about allergic reactions, I'd highly suggest a allergy test.
I found out that pure titanium was my only choice, or 99.999% pure gold.
