Several reasons. Emergencies happen and if one does, you may need to close the store. With no locks, you could not close the store. Because buying a door with no locks actually costs more

They have to lock the doors when there is only 1 overnight person & they have to go to the bathroom, take trash to the dumpster, clean the parking lot, etc...
They also lock the doors in case of a robbery, the store has to be locked up until the police finish their reports.

If they ever needed to close the restaurant for any reason, they would need a lock on the door.

Standard issue convenience store doors, would cost more money to remove the locks, so they just leave them there.
