I am in Australia on a class 309 temporary spousal visa. I am allowed to study but I am curious if I have to apply as a international student or as a resident?

The spousal visa is a residency visa (a 2-year temporary visa) so you need to apply as a resident. After the two years, once you have satisfied immigration your marriage is genuine and ongoing, you will be granted a permanent residency visa.

Apply for the visa for which you want to enter Australia. Select only for the student or working visa.

International. If you're an Australian Citizen you may apply as a residence. I think it also provides extra support if you come across language/immigration issues.
