Chances are you will actually have to go in to the utilities involved. If your mom (doesn't matter if you are adopted or not) does this then doesn't pay her utility bills, you do need to protect yourself. At 32, you might consider calling or talking to her and telling her she has a couple days to straighten it out (make it specific...you have 2 days, or 3 days) then go in. You might try calling first, but generally the utilities won't change anything without seeing you and your ID.

looks like someone anwsered it. call the company and tell them that you didnt authorize anything to be under your name and that you want it shut off within 24 hrs. They will do so because its fraud. otherwise call the cops on her for fraudulently using your information. Or tell her that you dont want your name on her bills and youd like her to change it or you will be contacting them. either way you feel comfortable with it. I guess it all comes down to how close u are with her

You need to get one of those credit sentinel services that protects you from fraud like that. You don't even have to tell her about this.
The minute you find out about any unauthorized accounts, you need to take steps to close them down permanently.

Report it. It's your credit on the line if she neglects to make good on her bills. My EX stepfather did this to his own son to get credit cards when he remarried after my Mom and he owed every Major Department Store! Of course this ruined my brother's credit life and thus his life! We helped him to report it and prove it wasn't him but his father who soon after left for Mexico!
