What should I do about neighbors that allow their cat to roam outside and tend to not let the cat inside?

I live in a large apartment complex and the neighbors are two doors down and are kind of trashy. The cat is often sitting at other people's doors. Once the cat tried to get into our apartment late one night.

COME ON, be a nice guy.
Adopt that furry little feline.
It obviously doesn't have a good home or it would be at THEIR door wanting in not YOURS. It is probably hungry and neglected and you would be doing an act of kindness if you took it in. Cats are independent, they will go where there are good people to help care for them. If the neighbors complain tell them the cat adopted you because it was neglected. I doubt they "bought" the cat so they can't claim ownership.
If you don't want it, call the animal people they know how to take care of problem animals.

I had the same problem with a neighbor and was feeding their cat. When it got cold I bought some food and gave it to them with a note in their mailbox. They called me and were not too happy with me. They said they feed their cat and that it just likes to be outside. I don't know why the cat was always looking for food at my house and trying to get in. You can try to talk to them but sometimes it does not help. If you can't take it in maybe you can find a home for it or call around to non-kill shelter listed on the internet in your area and they will find a home for it.

People are stupid.If you can,put a small doghouse outside for the cat,in a sheltered location,and buy some cat food for when it comes begging,poor thing.

You can call animal control, but they may put the cat to sleep. So i would just simply talk to your neighbors, tell them that if this continues that you will call animal control. Scare them into controlling their cat :)
