You're right
Tell your American fiancee to apply for a fiancee visa whatever the code word for this is. But instead of applying at the US Embassy in Manila, tell him to go back to the States and apply there.
My reason:
There are lots of bureaucracy in the Philippines, including the rigmarole of placing an applicant run around in circles before your questions can be answered. Just imagine the long lines waiting for an interview at the US Consulate Office? Also just imagine that if you don't have kins or friends in Manila, the exhorbitant charges of hotels can surely deplete your budget.
Make sure that all correspondences when you met this American guy, pictures, and happy times together can be archived and latter used as a proof that you love each other.
Once a constant followup of your American friend here in the US can be afforded, a fiancee visa can be issued. Problem is, once you arrive in America, your American friend has only 90 days to get married or you will be deported back to your country of origin.
Is this okaY?

If you want to be married in the Phils, marry there. The process is not --that--much longer for a K-3 or immigrant spouse visa.
After you are married, your husband takes a copy of the marriage license and files the petition I-130, plus the I-29f (there are many websites explaining this process).
The K-1 visa is good for when you are separated and want to reunite in the US. You must marry there, so if it is important for you to have your family at your wedding, there is nothing wrong with having it there now.

The quickest way is a fiance vise wherein you need to have visited her and instruct it. Tickets, photos, itineraries, et al. Mountains of place of work work & bundles of money. next quickest could be to marry her and prepare for a spousal visa. it rather is greater in touch than the fiance visa and takes a touch longer i'm instructed. vacationer visa ain't an selection by way of fact she has to instruct she'll honor the visa and return. good success

You and your fiancee need to sign you up for a green card after your marriage. The green card will keep you from being deported, but don't forget to get a passport to come here legally first so you have time to get to that point. Good luck and thank you for becoming an American the legal way.
