Take him to court,if he's not paying child support he has no rights, you can make him pay support, you need a Lawyer first off,he can tell your legal opptions, different states can be a little different not much but some !!!

I was going to suggest something, but you know what? Half as$ed das are just as bad as no as$ed dads. SCREW HIM. Screw his mom and whatever he expects. He is most not a dad or an father. Squash it while you can. Do not get that little girls hopes up and have him squash them. Its better for her that way.

talk to an attorney. get child support set up and a schedule of visitation in place.

that's the best thing you can do for your kids. they do deserve to see their father, and he needs to help raise them. this would be giving him a chance to do so, and to follow the LAW just like the rest of us have to.

Legally you can't withhold your children from their father. You may think he's unfit, but you will need a court to back you up before you can keep him away from them.
