the section for this is section 22101(d) and says it will cost $146.

i got a letter in the mail today saying it will cost $246, why? was this a mistake?

You are correct that the statewide schedule calls for a fine of $146, which INCLUDES all applicable assessments. I suspect that this occurred in a construction zone, which increases the scheduled fine to $252. The counties will vary a few dollars from the schedule one way or the other, so a $246 fine would be consistent with the citation having been given in a construction zone.

First, if it was "acousticily" insulated, no noise outside of the car would be heard. Second, she wasnt wearing a seatbelt--and as they say, click it or ticket. They make special extender kits for overweight persons; the car company did all they should have done to reasonably assure that most people could fit. Is it fair to them that they should need to spend more money to put bigger belts in because she ate too much?

That's just the basic fine. Add surfines and court costs to get to your final cost.

you might want to make a phone call and see if it was a mistake. but if they give you a hard time take it to court! it's your right. and it might to your advantage anyway (hint hint)
