Hey i'am 19 years old and is there way to rent a car if i'am under 21. I don't have any insurance but is there a way

Sorry! No, there's no way you can...even if you tried to get your parents or guardian to do so for you. The person renting/driving the vehicle must be the person providing the required items to rent. See below:
1) Most agencies require that you be 25 years old, but you need to ask because it varies from one agency to the next and can differ from one state/city to the next. In addition...for some...select corporate contracts and international tour accounts, the minimum age is 21. Also considered for some...Military or Government personnel on official orders renting at government rates may rent at 18 years of age.
2) You must have car insurance...otherwise, they're not covered. Meaning...if you were to wreck their car, the expense to repair/replace that car is not covered. Also, if you were to harm/injure someone else in a wreck, they could be held liable for that person's injury because you don't have insurance and they are the owner of the vehicle.
3) You must have a credit card and in most instances, a debit card will not suffice. I went on a trip once when I was much younger, without a major credit card and learned the hard way. I was panicking, but thank God I had a Sears credit card on me, which Budget Rental Car took because of their affiliation with Sears.
4) You must have a valid, active driver's license.

You can rent a car if you're under 25, but you have to pay an extra fee. You do need a credit card. You at least have to be 21 if I'm not mistaken, but I'm not sure about the insurance deal. I don't think you need to have it, which is why they offer it to when you go to rent a car.

If you have a drivers liscence and the insurance company is going to provide you with a retal then you can get a rental car. The other way is if you have government orders (you are in the military and they are providing you with a rental car while your traveling) otherwise i dont know.

Nope, unless you can find a car rental company who rents to 19 year olds.

A rental company may be willing to rent you one but require that you purchase additional insurance from them. You will have to speak to the rental companies and find out.

OK, if you had insurance, I would tell you, you can find a little guy NOT A NATIONAL CHAIN who will rent to you. But without insurance, no, you're not going to find anyone to rent you a car.

one option is if you are active duty military with orders-- thats the only way I rented a car when I was 20

There is absolutely no way unless you have a fake ID or a very unscrupulous friend who does not care and will let you drive it anyway!
