Keep the collar OFF him. They often cause reactions. They also don't work!! They only chase fleas away from the neck area, so they just hide elsewhere on the body!

He probably does have fleas. Any dog that hasn't been properly treated will have them. Certainly a flea collar won't be doing anything to stop them infesting him!

You can only get proper flea preventatives at a vets, like Frontline. Pet store stuff doesn't work. How about you comb your dog, preferably with a flea comb, and look for little black specks on the fur on the comb. These are flea dirts (poos) the sign that fleas are present. If there are lots of fleas, you'll be able to see their dirts just by looking at your dog's skin, particularly round the belly and armpit areas.

Could be an allergic reaction to something - flea bites, the collar, even something in or on the grass at the park.
I'd get him to the vet tomorrow, sooner (to emergency vet) if he begins to show difficulty breathing (anaphylactic shock)

Could be tons of things.. flea collars, BTW, SUCK! They don't work at all.. frontline is a better preventative measure. This could ba reaction to the collar, or his food, or grass.. or maybe even a yeast infection. Call the vet to see if you should bring him in.

He may be allergic to the flea collar or it may be an reaction to something else. Only a vet can tell you.

Is he having swelling around his face, muzzle and ears? Sounds like an allergic reaction, usually caused by a bee sting or spider bite. Call your vet, they'll have you come in for an injection of antihistamine and steriods
