I know that Windows 95 came with some sort of thing built in that could be used through telnet. Does Vista have anything like that?

For some reason Vista left out the telnet command but you can still get it and install it from Microsofts web site.

Or you can get a "client" program such as PuTTY which is free and offers some nice features that raw telnet.

Do you mean the command prompt? If so, you can go to the Start menu, select Run and type in cmd.exe and that will bring you to a terminal window. You can also start it from Start->All Programs->Accessories->Command Prompt.

You can also look into installing cygwin, although I don't know if it will work with Vista yet.
