Hmm, I've had this problem before. If you have extreme luck, they're just hidden, but it is probably a bigger problem.
1) Right click and see if it says Hide/Show icons. If it doesn't right click, go to 2.
2) A Windows file is missing. Typically it will give you an error message. On mine the missing file was normaliz.dll. This was a pain and I had to wipe the hard drive and install Windows XP Pro (if you must reinstall Windows get Professional).
3) You may be able to boot into safe mode. When you turn on your computer and the brand of your computer flashes, press F2 or F8. You'll be able to choose how you want Windows to start. Choose Safe Mode (just the standard Safe Mode is OK).
4) Try logging in as the guest account.

Have you added any new software or hardware? Boot to safe mode, click start, click run, type in MSCONFIG, click the launch system restore button to restore to a time your computer worked. If you don't have any system restore points available, click on the startup tab and uncheck all of the boxes, see if it boots up now. If it boots up, then it is software that runs at startup that is preventing your computer from fully booting. If this doesn't do it, it's more likely to be malfunctioning hardware.

Try alt+control+delete ...file>new task and type explorer.exe
When everything is back to normal run a virus scan.
