ask yourself the following
1) why i want a dog
2) what do i need to know about the breed
3) how will i train this dog (classes/ research books etc)
4) how will i house break my dog (research online etc)
5) how much will it cost to feed / buy toys / groom etc for the dog
6) how much will the vet bills be (given there are no emergencies)
7) research pet insurance
8) have a schedule of when you plan to exercise with the dog
put all of this into a presentation to show your parents that you really know what you are getting into and that you really know how you will take care of this dog

In addition to doing things around the house without being asked.....
If you have a backyard, ask your mom if she'd let you start a small vegetable garden. Even if you're not into gardening or you hate vegetables, LOL.....By starting and successfuly cultivating a garden you will show your mom that you have the responsibility and the commitment to go outside and water, weed, fertilize, etc. a garden every day.
These chores are similar to the "boring stuff" you'll have to do with a dog (feeding, watering, poop-scooping, walking).....It may sound like fun now, but most kids quickly get tired of doing all this stuff every single day, and that's likely what your Mom is afraid of. Lots of kids don't want to wake up at 6 AM on Saturday morning to feed and walk the dog.....but that's what he'll need. And unless your mom can COUNT on you beyond a doubt to do that EVERY SINGLE DAY.....she doesn't want to get stuck doing it herself :).

Make up a schedule that you intend to follow as to the feeding,walking and general care of your new pet and show it to her.
You could also go online and read all you can find about housebreaking a puppy and tell her what you read.
If you have a specific breed in mind ,read all you can find about it and tell her.
All this will show her you are not only want to take responsibility for your dog but that you are ready.
Please do an already born bundle of joy a favor and adopt from the pound.

Are you old enough to volunteer at your local animal shelter? If you are old enough I think volunteering would show your mom that you are very responsible. You are sharing your free time by helping take care of homeless pets. You will be taking dogs out for walks, to go potty, playing with them, and cleaning up after them. You can also do research on what goes into taking care of a dog, and you can present a report about dog care to your mom. This might impress her.
These are a few things I did to try to show my mom that I was ready for my own dog.

don't just keep your room clean do other things around the house without being asked.
Maybe get a job like babysitting, dog walking,etc.
save money and show your mom you can and are willing to help pay for the dog it will be several 100 dollars the first year even if it's a free pup

Start doing things around the house without her asking. Take out the trash, empty the dishwasher, sweep or vacuum. Start making your bed, keeping your room clean, do your own laundry (if you dont know how or she doesnt want you to, sort it for her). Do your homework and get good grades.
You need to prove to her you are responsible on a daily basis.
A dog is a daily long term responsibility so your mom is just making sure you'll stick to it.

First, responsibility is part of someones personality - not something you 'put on' creativity to 'wow' someone into getting what you want.
You need to learn to care about your own things, do your own laundry, ask to help with dishes and chores, be a PART of the home you share and not a freeloader. See, you need to act like your parents home is YOUR OWN PLACE, and take care of things Yourself, without being asked. That's what responsibility is.

Clean up after yourself, and ask for more chores around the house. Keep doing the chores she asks you to do and she will see that you are responsible.

well what kind of dog do you want?? you can reserch any brred and find out cool facts about them like my mom said i could have any breed as long as i reasearch and i found that papillions was once a dog that sat on the queens lap. and you can cool things like that about just about any breed. and then tell her to take you to a shelter and find a dog that needs a home.

Buy one of those robot dogs that barks and stuff and show her that you will fake feed it and take it out and all that. That will show her that you can take care of a real dog too! Good luck!
