Dogs need to dig? Uhm, I'm not sure about that. I had a German Shepard mix who dug when she was board. When I started playing with her and taking her on walks she stopped digging. Try taking him on long walks a few times a week. On the other days play catch with him for about 15-20 min. Dogs need outside stimulation for mental health as well. On walks with my dog he sniffs and processes everything. It's entertaining to him.

My puppy loves digging as well. We dont have much sand or soil which isnt a problem. I asked my trainer the exact question, she said "dogs NEED to dig". Discourage the behaviour at home, distract him, anything that will take his mind off digging. Take him out to parks or maybe even the beach and encourage it there. Dig with him... with my puppy, if i start digging, he'll also do it. It'll get it out of his system more.
If he's getting out of the yard, put up something that wont let him pass

Well, have lots of running and bring him out side of the house. You might have to buy him an Exercise Pen for inside. exercise pen: http://www.smartpakequine.com/images/product/ExercisePen_TallyBrady.jpg
Pile layers of newspapers beneath him and put a bowl of water, food, toys, etc.
My friend has a bulldog and puts her in an exercise pen. That way, when you pass the pen, you can pet your dog!

Get and sand box. Bury things in it and encourage him to dig there, but scold him when he digs other places.

LOL! my 7 month old lab does that too! I think my lab does it because i do it. (I have to pluck those stupid weeds out) For your rottie you can give him a large space in the yard thats enclosed. and in the space give him ice, toys, ect.

He needs something to do. Maybe teach him an activity to burn off some of that energy.
