"The number" is singular.

The number of amateur astronauts is fairly small.

"A number" is plural.

A number of amateur astronauts were milling about and waving spoons.

The subject and the verb must agree. The subject in this sentence is not "hotels" but "number" making "is" the correct form of the verb. Number is a collective noun making it singular thus requiring a singular verb. "Hotels" is the object of a prepositional phrase clarifying what the "number" is.

The subject, number, takes 'is.' The fact that it is the number of hotels is irrelevant.

The answer is 'are' because when a sentence is plural, you use 'are'. I have no idea what the other people are talking about so don't listen to them. 'Hotels is' doesn't sound right either.

Is is correct. Number is singular and so is is.
