I have a Boston Terrier, and I could be considered bias...but he is the most adorable dog I've ever seen. He has a wide range of facial expressions and vocalizations - he rarely barks...but he uses lots of other sounds to express his feelings!
I love his little squishy face and pointy ears...and their short coats are great because they require little to no grooming! And, who wouldn't love a little man in a tuxedo??
Good luck choosing a breed! Although you are looking for cuteness, make sure you pick one based on your lifestyle too - you don't want to pick a really cute dog that you won't have time to groom or walk properly...that would just lead to a lot of frustration on both your and the dog's parts. If you decided to go with a Boston, for example, you should definitely know that most BTs are very energetic - although he's small, he needs at least a 45 minute walk once a day or he's a crazy energy ball!

I think chihuahua remain cute at full grown. If you don't mind a dog with lots of fur a Shih Tzu is also adorable at full growth. They stay fairly small and are great family dogs.
UPDATE: Ok, just got done trying to walk someone else's chihuahua......don't get one! They aren't as cute as I thought. This one had teeth the size of a greyhound. I swear it was like trying to walk a Tasmanian devil! Very hard to gain their trust.

Perhaps, instead of thinking which breed stays "cute", your friend should think about which breed exhibits traits that will match her lifestyle, If the dog has traits that won't work in her house it does not matter how cute it is. A dog is a commitment - small dogs often for 15 years or more. She better like more than the way it looks.

I'm first gonna nix the miniature pinscher idea. They may be good for some people, but they are usually very needy and can be very aggressive.
I personally love shih-tzus.
The best dogs though, are mutts. Shelter dogs that are not pure-bred are great companions. Also, adoption helps with the pet-overpopulation issue. Mutts are generally healthier and better behaved than pure-bred dogs.

papillions look like a pupy all there life they dont get that big either. i have had one for 3 years and he looks the same as when i got him. as cute as can be.
but you should really go to the shelter. and plus there might be a papillion there or another little cute dog that needs a home

In my experience-I would go with Shih-tzu. I am 27 and my parents got a shih-tzu when I was in 5th grade-She is still as cute as ever. Although a lot more lazy. Now I have two shih-tzu's of my own-they are so adorable. One is 12months and the other is 10 months.

In my opinion, fluffy dogs stay cute. Like Pomeranians and Longhaired Chihuahuas. What I see quite often is little dogs that get overweight because they get table scraps or too much food. And overweight dogs definitely lose their cuteness.
