There are basically two theories, in Christianity:
1) God creates a soul when the baby is conceived and puts it in the body at that time or at the time of the birth. This is called creationism (of souls)
2) Soul is inherited from parents, together with the body. That means that it's not inserted. This is concluded from Genesis 2:1--3:21, where it's clear that God stopped creating on the seventh day, and also it makes the most sense. See also Genesis 5:3. This is called traducionism. I vote for this one :)

I find a satisfactory explanation is that the "soul" is just a label given to the subjective experience of a functioning nervous system. Notice that people who believe in a transcendent soul always tie it in with clearly neurological phenomena: thought, emotions, memory, language, sight, sound, sensations, etc.
If I had no optic nerves I could not see. If I had no auditory nerve I could not hear. There are still other parts of my nervous system, without which, I would lose the ability to speak, feel, etc. When I am unconscious, I am not aware of anything at all, and my "soul" is nowhere to be found. The "soul" (consciousness) is inextricably linked to the nervous system and ceases to exist the moment the nervous system ceases function.

I would say God created them by the moment of conception.
* No, sperms and eggs does not have souls, or half souls.
* God never run out of souls, he creates them at will.

I don't think there's a doctrinal answer to this question.
My guess is that it's decided upon when you feel it's right for you to start your earthly experience, since the soul is YOU.
I guess you decide when you're good and ready, and maybe there's a time frame in which you must enter your physical body.
Other than my guess, I really don't know and doubt that any person saying "they know," is probably not being very truthful.
(This is, of course, directed towards every other being created after Adam and Eve were...we know how their souls came to be)

Depends on your definition of a "soul".
My understanding is that the soul is made up of a person's will, intellect and emotions.
It would seem that a person has these before they are born. They are just part of being human.

I believe that "souls" are recycled...so..no...God will not run out of souls. I view the soul as an energy form..so..yes, ova and sperm have souls, according to my definition.

you aren't going to find facts here, only opinions. there is no way to show or prove when/if a fetus develops a soul before it is born. trust your own instincts and beliefs, no one can tell you what to believe.
