there's this one guy who is REALLY annoying!!!!! he would always put my hoodie up, or write on my arm, or pretend to write on my jacket or SIT IN MY LAP(?), or sit on the same DESK as me so im all squished up. and he keeps asking what i thought about him when i see him. and he keeps asking what i thought of his shirt and i just went something like, "hidious." or what i thopught of his eyes. then he said he think i look awesome.
why does he act that way???????
he had a gf so he cant like me.

Well its obvious that this boy likes you. Even if he had a girlfriend. Tell him nicely that you are not interested in him and that he needs to stop acting like a little kid.

Ummm, he clearly likes you. Just because someone is in a relationship does not mean they don't have feelings for anyone else. When a guy has to always be around you, talk to you and touch you he is clearly sending out signals that he is interested. He wants your full attention on him at all times.
Maybe he is waiting for you to make the first move and trying to feel you out to see if you feel the same way.
