God made the serpent. Satan took the form of a serpent to tempt Adam and Eve. The serpent originally had legs like a lizard. but God put a curse on it and from then on it had to crawl on its belly. Science supports the view that snakes once had legs. Evolutionists would probably claim they had lost their legs through evolution, except that such a loss is actually the opposite of evolution. Evolution is supposed to create new features with the addition of new genetic information. The loss of a feature or genetic information is not progressive evolution, but rather a case of devolution.

At Genesis 3:14 we are told: “And Jehovah God proceeded to say to the serpent: ‘Because you have done this thing, you are the cursed one out of all the domestic animals and out of all the wild beasts of the field. Upon your belly you will go and dust is what you will eat all the days of your life.’” This is the only place in the Bible where any indication is given that the serpent did not at one time travel on its belly.
What is said here is, of course, directed principally to the invisible spirit creature who used the literal serpent as his mouthpiece. It foretells his debasement. But for the symbolic application of this judgment upon the wicked spirit creature who became Satan to have any force there must be a fulfillment of it in the literal serpent, which has come to symbolize Satan. It, therefore, is reasonable to conclude that before God cursed it the serpent possessed legs that elevated it above the ground. As he had the power to create the serpent in the first place, God had the power to transform its body so that it ceased to have legs and was able to move about on its belly.

God made the serpent, just as he did all the animals. Before the fall animals used to speak. Satan used the serpent to speak through to talk to Eve. And yes they did used to walk, but because of the fall, God cursed the serpent to his belly and eating the dust of the earth forever. Even though it wasn't the Serpent himself speaking, the curse fell on the Serpent because of Satan used him.
I cant wait to one day be able to talk with the animals, The Bible says that the Lion will lay with the Lamb, so we know that the animals along with everything else will return to the way they were before the fall. They will all be tame. Isn't that exciting?

I suppose "God" did, per the orthodox interpretation. God threw a wrench in His own works, just for the fun of spending eternity rectifying it.
The passage in Genesis suggests that the serpent once had legs, prior to being cursed by God. It's a typical mythological explanation for the origin of something, a "just-so story."
