because English language is not threatened and needs no protection the way French has been. French language use has deteriorated or vanished in places like Manitoba, Louisianna, northern New England and parts of the Altantic provinces - basically all of French North America except Quebec; there is no parallel threat to English.
also, the tone set by Anglo-Canada has been to encourage Quebec to stay in Canada; the message you suggest would be a step against that type of outreach.

On the federal level, as in the Canadian Constitution, English and French are both the official languages of Canada. However, the only 2 provinces that have set an official language at the provincial level are Quebec- French and New Brunswick with has set both French and English as the official languages. I think that every province should follow New Brunswick's lead, including Quebec. How can a country say it is officially english and french but when you go to Quebec you cant find an English sign and when you go to Toronto or Calgary, you can't even find a French one.
