i wouldn't make the first move unless i was sure the guy's ok with girls who make the first move (coz some guys like it, others don't). I'd drop hints instead. give him subtle signs that indicate you like him back and hope that he makes the first move. if not, well.. then i guess you'll just have to ask him out first or simply tell him you like him and see how he reacts. what i do is i go up to them and say hi then ask for a hug and after that i start to talk about intersting stuff that he might listen to and just kick it with him and make him feel comfortable with me so later on he might ask me out or tell me himself that he likes me. so yeah thats what i do

However: you cannot do this and say No if he manages to stammer out the date request. That's just cruel. You have to accept.
