No. They are exempt from attachment by ordinary creditors. There are only a few exceptions for others. Pensions and Social Security can be levied upon by IRS but rarely are. Social Security is subject to a 15% offset for payment of federal debts.

Generally, no. However, if you owe back taxes, child support or other federal debts, then yes.

Yes, by employers, by the state, the county, city, whomever you owe money to.
VA benefits can ONLY be "garnished" by the Feds.
