The local church is the diocese the microcosm of the Universal(Catholic) Church and the local parish gathered around the Altar of Jesus is the microcosm of the local church

The Universal Church is all the people on earth who believe in the Lord Jesus for their salvation. We are all members of His body and church. The local church is a small group of believers in one place who meet together regularly.
It's like the difference between the body as a whole and a finger from that body. The finger is a small part of the whole body.

The church all over the world is universal. The local church is self governed.
Acts 14:23 And when they had ordained them elders in every church, and had prayed with fasting, they commended them to the Lord, on whom they believed.,
Titus 1:5 For this cause left I thee in Crete, that thou shouldest set in order the things that are wanting, and ordain(appoint) elders in every city, as I had appointed thee.
To be a Bishop or Elder must follow these verses, also deacons 1Tim. 3:1-15 also Titus 1:5-9.
I am talking about the church that Christ establish in the 1st century using the New Testament as our authority. Not what we have in this world now. (Romans 16:16)
Prov. 4:26 Ponder the path of thy feet, and let all thy ways be established.
Prov. 14:12 There is a way that seemeth right unto a man, but the end thereof are the ways of death. (Prov. 16:25)
Isaiah 65:2 I have spread out my hands all the day unto a rebellious people, which walketh in a way that was not good, after their own thoughts.

The word "catholic" means "according to (KATH) the whole (HOLOS or HOLON)" in Greek. That means ONE Church.
Now....the Church has been divided into "dioceses" since the beginning, each with their own Bishop. Local Congregations are members, but under the ordinary authority of their Bishop.
That means an organic link between the local church and the Universal one. Through Apostolic Succession.
See St. Ignatius of Antioch's quote: "Wheresoever," he writes, "the bishop appears, there let the people be, even as wheresoever Christ is, there is the Catholic Church."**
