The stores that sell car and booster seats should also sell a "child proof" device that attaches to the seat belt buckles. It requriers a tricky two handed routine to undo the device to even get to the buckle.
Eventually, the child can figure it out, but, YOU have to remember who the parent is. At some point, a child must learn not to run into the street, not to bite other children, not to stick his hand in the running lawn mower. A parent must teach the child not to do these things. No different with a child unbuckling the restraint device.

Well, rather he is in a booster seat or a full size child car seat, this can still be a problem. When my kids were younger, one of my full size seats used the car's lap and shoulderbelt to help keep the child in the seat and the car's latch was out of reach of the child. I am sure that's what many of the answerers are hinting about.
Aside from the verbal comments that you should continually make, I'd like to suggest a simple solution. Could you buy some large velco strips or an ace bandage and wrap that button up? Sure it would take a extra moment to apply/remove, but it might do the trick and it wouldn't alter the functionality or safety of the seat in any way.

He definitely needs to be in a carseat with a 5 point harness. 4 years AND 40lbs is the bare minimum for a booster seat with seatbelt. It is not safe or legal for a 2 year old to be in a booster.
If he still can unbuckle the seatbelt in a 5 point harnessed seat, simply twist the female end of the buckle so that they button faces the carseat.

If I remember correctly, it's called an Angelguard.
However, I think the real problem is that your 2-year old is way too young to be in a booster seat. If I'm not mistaken, your child should be around 40 pounds before he goes into a booster seat. Are 2-year olds 40 pounds?

There has to be something on the market as I doubt you would be the only parent with this problem. Call around or do a search on the net, perhaps at a large store that carries many of these type of seats, or the large store called simply, "The Baby Store".

They have a those at Toys R Us I believe.
Ya thats true as said a 2 year old is too young
to be in a booster.My daughter still uses a car seat
at six she's small.

2 is too young for a booster...boosters are only meant for children that can reach the headrest...his head is not touching the headrest....don't you feel UNSAFE driving him around like that...I would and mine is 4 he is still in his carseat...You are not protecting him at all they still need the full restraint...Angelguard is out there, but it is still not enough to protect his body, it just stops him from unbuckling....

Hehe, my nephew does the same. Well then, just give him something to play with, so then he wouldn't unbuckle his seatbelt. Just try to distract him.

I know I can't understand why the compainies does deal with this issue so we do not have this sort of problem.
Sadly..... SSSHH
I used some duct tape on it...... it is to sticky for mine to pull off...... and it is a HUGE pain to remember to do it.
