The low blood oxygen level in COPD stimulates the bone marrow to send more red blood cells to the bloodstream. The decrease in oxygen level in the blood also increases the pressure in the capillaries. As the result, there is usually REDNESS OF THE SKIN due to congestion of the capillaries.

However ,CYANOSIS or bluish skin discoloration will be apparent when condition becomes so severe that the blood doesn't get enough oxygen.

(Red, tender nodules on lower legs and arms (erythema nodosum),plaques and nodules will be seen if interstitial lung disease (sarcoidosis) is present.)

Moderate-to-high doses of Inhaled CorticoSteroids result in an increased incidence of easy bruising and impairment in skin healing in middle-aged to elderly persons with COPD. Red, tender nodules on lower legs and arms (erythema nodosum) are common. Other skin manifestations are plaques and nodules.
