Sounds like a muscle strain to me. One stretch you can do is to slowly bring your chin to your chest and hold that position for 10 seconds or so. But not to the point of pain. It should not hurt. Do this 3 times. This should help to stretch out and loosen the muscles. Then you could also do the same for other areas around the neck and shoulders. Try the movement of touching your ear to your shoulder, both sides. There is also turning your head to face each shoulder as best as you can and holding that position as well. Again, both sides.

You can also try applying heat to the affected area. Some people like alternating heat with cold. The cold is to numb the pain and the heat is to help loosen the muscles as well as help with the pain.

Hope your neck & shoulder feel better soon.

It could be your scalings in your neck, the muscle around your scapula could really be twisted and messed up. Your best bet is to go to a massage therapist to help. It may not heal you right off the first time, but gradual visits will definately help you out. It's definately worth the time. I'm a massage therapist, I have clients with common problems such as these.

OK, this sounds crazy, but my accupuncturist did it and blew me away. On the first knuckle (the one by your finger nail) of your middle finger of your right hand, roll a pen or pencil along the knuckle on the side next to your ring finger as hard as you can. I also had to see a chiropractor. He gave me some exercises and adjusted the area. Good luck!!
