I have a friend like that, too. Only she doesn't do it when she's talking to me; she does it when she's talking on the phone. It's quite embarrassing because this particular friend of mine doesn't know the meaning of tact and almost got fired from where she works for loudly using sexual innuendos while she was on the phone with her boyfriend (now husband). When I tried to explain to her that she was being too loud, she shrugged and continued in her volume. I've refrained from joining her in public places if I can help it. But hey, at least I tried, right? Try telling your friend that he may not know it, but at times he can get pretty loud. Hopefully, he'll understand.

Two ways to deal with it - wait until he is talking about something quite sensitive or private, and say 'shhh!' everyone can hear!
or try talking to him more quietly than you normally do - people tend to 'mirror' each other, he may lower his volume automatically.
Chances are he doesn't realise he's doing it (my ex was the same) but if you address it, it means if he gets boisterous you can just say, 'dude, you are getting a bit loud again' without it causing too much offense.

Tell him jokingly "You don't need to shout - I'm standing right here!"
Also, if you lower your own voice when you are talking to him, he might get the subtle hint. My kids tend to get really loud & instead of shouting over them, I talk more softly & they have to lower their voices to hear me.

If your friend has a voice that carries, it's tough to do. I have the 'problem' too. You can just tell him that he should learn voice pitch and control techniques b/c he has a powerful set of pipes and people might mistake his intentions.

He may have a problem with his hearing. Ask him if this is the case first, then explain to him that he is very loud and everyone around can hear your conversation

When my wife talks louder, for no reason, I just face my palms outward and say, "Sally, why are you yelling?"
Even though she never, ever, makes mistakes, she will lower her voice and retort, "was I yelling"?
I just quietly answer, "yes, you were".
It is a polite way to guide them in order to avoid doing it in front of others (at the library, hospital, church, etc.)

my mom does this (b/c she's a teacher) anyway, say
"keep it down mega phone, the whole place can hear you"
if he has a thick skin.
if not, motion your hand like you're pushing down on something and say, "lower your voice bro."

Be honest and say it straight, always the best. My son talks very loudly and I have to tell him all the time.

Just like that. Don't dance around it, tell your friend they're being loud and he or she should be more discrete.
