It takes two to tango. Launching a nuclear strike would be a last resort effort. I think any country that has nukes realizes that if they launch against another country with nukes they will get hit back.

MAD - Mutually Assured Destruction is what the US and USSR guaranteed if any launches had occurred during the cold war.

Now what do u think it would take!! a threat fired against our country first n foremost and secondly against one of our closets allies like Britain,but first on the top of the list is someone firing a first strike at the United States.
