Well funny thing is most French speakers will say, including myself "Il y a plusieurs choses qu'il devrait tenir en considération." This is not subjonctif, it's Conditionnel...but it SHOULD be subjonctif.
In French, unlike English, when you use que or qu', the verb changes.
So the proper way, but that few people actually still use is
"Il y a plusieurs choses qu'il doive tenir en considération." This is also becoming common with the very same thing in Spanish...many countries not using the subjonctif in every day speach.
For those of you who want to give me a thumbs down for this, check out this conjugation table first under "Subjonctif" which is the use of a verb after "que" or "qu'" and also the explanation on the next link.
UPDATE: I'll explain better with an example.
With the verb to go...aller
Il faut que j'aille. > Subjonctif (It's the use of que followed by a verb that makes it subjonctif) I have to go. (you see, the "que" is kinda like the "to" in I have to go.)
Je vais. Present tense. I go.
(Si) j'irais... Conditionnel. (If) I went...
