could be a number of things
1 - who you are
2 - what you do for a living
3 - email address name
4 - activist groups you belong to
I would try to call the person you are trying to email and double check to make sure the address is right

I have been living in China for 2 years now and from time to time have trouble sending and receiving e-mail. I use 2 different e-mail address ( 1 with yahoo and 1 with google). When one does not work the other usally works. Why I don't know, China is known for blocking everything on the internet.

Your e-mail might be censored by the communist government. Do not be surprised because millions of Chinese e-mails are being censored everyday. You are not the only one.
One way to get around the censorship is to rearrange the sensitive words that are subject to Chinese censorship. For instance, you use "T-i-b-e-t I-n-d-e-p-e-n-d-e-n-c-e" instead of Tibet Independence. For the Tienanmen Square massacre on June 4, the Chinese refers to it as "6/4" because it happened on June 4th, you could just use "6/4" so your addressee knows what you are talking about while evading the censorship.
China controls newspaper, TV programs, radio broadcasting, and the Internet so Chinese only knows what the communist government wants them to know and stop Chinese to talk about what the government doesn't like.

Dont say too much about chinese govt. If they really wanna block information, they shouldnt let chinese go abroad or let all chinese study english. The only problem for u cant email to China cos u write wrong address especially yahoo email. Because in China, their yahoo email is @yahoo.cn or @yahoo.com.cn. But for hotmail and gmail, the address is same with the rest of the world, they use @hotmail.com and @gmail.com. So the conclusion is you get wrong email address.

Check the email address. Also, use another account to email China to see if you still get the same error message.

They sometime cut off POP3. Try web based email. If it worked, the reason would be obvious.

Wrong email address.... verify it with that person :) through phone or messenger how ever you communicate with this person other than email
