I think that if it's loud enough to interrupt your day-to-day life and isn't just every now and again, it's time to complain. As it sounds like you've already tried to be civil with them, I'd go to the landlord as the next source. Do you know/could you find out who their landlord is? If you can't find the landlord, it might be time to start complaining to the police. It's your right to use your property for reasonable everyday activities and, if their music is preventing you from doing so, you have every right to take some sort of action.

I got pulled over for having the music in my car too loud. The cop said it shouldn't be heard over 25 feet away. But I was in a car and in Florida. Not sure the rules where you are. Call the police department and find out.

You complain when it disrupts your life. If you can't get anything accomplished around the house, obviously its a problem. Complain right away. You've been civil in the past when you asked them in person; its time to get authorities involved.

Please do not speak with the tenants who are making the noise any more. Are you renting? If so complain to your landlord or security. If not, then complain to the landlord who is renting to them . Is there a homeowners assn? If so you could bring it up as a general topic at a meeting or ask your rep to. I always advise to not speak directly to the perpetrators since that makes them mad at you forever.

When its so annoying that you cant go about your daily business. There are restrictions on noise levels. You have been patient and tried to talk with them so the next step is call the police because they are guilty of disturbing the peace.

Mostly at night, but if it bothers you, you should go over and ask them to turn it down. If it persists, you may need to go to the police.
