It will not effect the fleas at all. If you have fleas in your carpet you need to put flea killer (powder) on the floor, and bomb you house. Go buy a pack of 4 bombs and do all of this while you will be out for a couple of hours. When you come home, immediately vacuum your floor. This should get rid of all the fleas.

Probably neither. The suction would pick them up however. Also if it's a cleaner that has a water tank, they would drown. Make sure you run a cycle through the steam mop to get anything that is caught inside. I shampoo my carpets regularly with a professional style machine and it has cut down on my flea issues but hasn't solved them. If you are looking for a good flea remedy to use with this then try a broom and either borax, D.E. or some other non-chemical based powder. Brush it thoroughly into the carpet let it sit for about 30 minutes and then steam clean.

my dog had fleas and we spent pounds of flea treatments and cleaned everthing in the. house the only thing we never used was the flea bomb as i felt it was too harmfull to use, but we kept finding the odd one on our dog and couldn't for th life of me work out where they were coming from but every 2 -3 days there would be one on him, but then my husband brought a steam mop from the shopping channel and we bathed our dog hoovered everywhere again and then steamed all our carpets and laminate and touch wood for the past 3 days we have been flea free!!
and this is the first time in about 5 weeks so i think it is helping and it also makes the carpets look better and the floors shine.

Steam will make the eggs hatch and your problem will be at least 10 times worse!
The best thing to do is vacuum, vacuum, vacuum! Put a cheap flea collar in the vacuum bag or catch container, and empty it (except for the collar) after every use. This will be the best help because it will help remove the fleas, eggs, larvae, and pupae from your carpets.

First you need to treat your flea problem. Get a flea bomb for the house and then take care of your pets. They should have daily protection against fleas. Filthy carpets aren't going to respond much to a mop and though Rug Doctor does well enough for routine maintenance your carpets need a professional like Stanley Steemer or a company like them. If the dirt and stains have been there for sometime, you may need new carpet as the fibers would be ruined.

your best best is setting a fogger up to kill the fleas and any eggs. Fleas can live in the cracks of hardwood floors. Make sure you remove and any animals before doing so

steam cleaning is not usually sufficient to kill fleas or their eggs as the heat in not intense enough.
A prep flea powder is best to kill eggs and fleas.

Wouldn't make them worse, no, but wouldn't kill them either. Certainly wouldn't kill the eggs, which are extremely tough! It would just make them hot and wet, really.
If your house needs treating, you need a proer flea-killing housespray. Proper as in from a vet, not a store.

I have been told it makes it worse by allowing the eggs a much warmer environment to hatch quicker. I don't know if this is really true but all the advice I've seen here by people who I feel would know have leaned in that direction.
