Here in the UK they can be posted off for free and they're recycled and the money given to charity, if the phone has any value you get paid for it. If you're in the UK get in touch with British Gas.

You can recycle your old mobile phones in the U.S. with the Salvation Army. They give them to people to use as emergency phones.
