It pretty much means that one of the fundamental reasons for failure is excuses. Since the nails are what holds a house together, if you want to build a house of failures, you'll need excuses to hold it iogether. This phrase is used to rebut people who fail and try to come up with reasons to explain their failure.

Excuses are what we use to justify not doing something. So the quote is simply saying that by accepting excuses we are justifying our failures and the nails and the house are a metaphor for building the place in which we live. So, someone who is a failure is in the habit of accepting excuses instead of results.

It literally means Excuses are stuff that are used to make a plan that fails. House- plan/project/appointments. Nails- the actual excuse. Nails is the metaphor used to describe the excuses. Clear?

It's sort of like looking at Islam.

Islam is a deeply flawed and failing religion ( the house of failure) because Muslims are always using excuses ( the nails ) and blaming others for their own crimes.
