well, don't work the muscles to try to trim them up, it can make them bigger, I think the best way is to try some cardio such as running, eliptical, or perhaps cycling, but if it is muscle then it is harder to get rid of than you think. if you figure that out let me know I have huge thighs too and they are solid muscle I just deal with them.

The test is really to pinch it... That which pinches is fat, that which stays where it is is muscle. To a certain extent at least.
The thing about thighs and arms is that, you can actually iscolate them to some extent. They hold less of your fat in most people's bodies.
Most people gain their fat in their butts and bellies, and women sometimes in the breasts.
If you don't have a lot of fat on your belly than your thighs are probably mostly muscle.
You can do some cardio work to burn the calories. This will thin your legs out some too as cardio tends to burn a portion of muscle along with the fat... About 20% (if memory serves me correctly) of all weight that you loose would likely be muscle, unless you are completely sedentary, in which case, you would loose even more muscle.
This is why it is important to do strength training along with cardio, otherwise you will just get all lean and no bulk.
JAMES, do some treadmills, this way, you are doing cardio, but not using as much of the thigh. It will lean it out some.
Also, in the summer months, if you can, swim. This way, you are leaning out your muscles, instead of building them up.

Bodies are programmed to distribute fat--and muscle--in a genetically predetermined way. That's why you see people who work out 100 hrs a week still with a tiny roll around the middle, and another who is thin everywhere but has a relatively huge butt.
I have the same problem. No matter how thin and shapely I get, my butt and thighs are always proportionally bigger than I would like. The best you can do is keep your thighs fit (inner, outer, and front/back of them) so at least they are shapely and have less cellulite. Squats are great for them (as well as your lower legs and butt!), as well as adduction (bringing thighs together with resistance--think "thighmaster" to tone inner thighs)/abduction (spreading your thighs apart with resistance to tone outer thighs/hips--think leg lifts) exercises.
Gyms have specialized weight machines you can use to accomplish these exercises, or you can do them at home (following what I put above).
Good luck!

Exercise and eat healthy. Take plenty of long walks. This helps tone your muscles, however the bottom line is, genetics can't be changed, so if you have tried the exercise and eating healthy and you haven't seen a change, maybe it's time to accept the cards you have been dealt and learn to live with it. Confidence can make even the "biggest thighed gir"l feel sexy, trim , and toned! So if you can't change your physical body appearance, then work from the inside out! Fix your confidence level! Feel healthy, feel toned, feel sexy, trim!! Be positive!(P.S. It could be muscle from sports...depends on how active you are).

i asked a question similar this and its the same as me. im 16 and i play a lot of sports my thighs are quite muscly, you can see lines in them when i tense them. everyone told me that guys like this! lol.
for the past 2 weeks i have been going for an hour and a half walk every few days and i have noticed that they have gotten better!
my advice to you would to NOT do anything that makes the muscles bigger such as cycling and the stepper machine, weights and crunches. instead do light exercise like swimming or walking and it should work. good luck!

My job. I'm on my feet most of the day, climbing up and down tall and short ladders, lifting stuff, getting down on my knees to count stuff and then back up again... I've got some muscles in these legs.

I know I won't score big for this but the only way to get rid of muscle is to starve yourself or to stop doing sports.
Sorry :(
