specifically how does it fit into the whole debate of who is supposed to benefit from government policy....and also the whole peaceful vs. military spending thing? How does the iraq war help shape who will not get money in america and who will as per the GOP vision?

It does not fit the conservative economic ideas. Conservative economic principles are that wars are expensive and it is better to prevent them by having a strong military, effective foreign policy and making sure that other countries are nervous about the idea of making you angry.

To put it simply - being ready, willing and able to kick some-body's butt generally means that you can avoid the fight in the first place.

The problem is that the previous administration failed to follow those policies and made us appear vulnerable.
