You're problem is not going to be directly between the registration and license per se. What you will very likely run into is that you cannot register a car without insurance. And getting insured without a license is wherein lies the problem.

From CA DMV website:

You will need to register your vehicle within 20 days of becoming a resident to avoid penalties. You'll need to act even more quickly on your driver's license―you have only 10 days to swap your out-of-state license for a California one when you move here.

Only exception I know to this is if you are in the military you are able to keep the drivers license from the state you were in before. If this is the case, yes you can register the vehicle in Ca or you can register it in your home state online or by mail.
