Driving w/out a license or permit. Even if he had a permit, he would be fined for driving without someone over the age of 21 to supervise.
He can be sued by the owner of the parked car for everything he has...
Driving w/out insurance in my state is a mandatory 1 year loss of license and mandatory jail time, determined by the judge. Not to mention between $500 and $5,000 fines also determined by the judge, and he'll probably never be able to afford insurance.

5) COME OUT EVEN IN COURT. TRAFFIC COURT WILL FINE HIM FOR DRIVING W/O A PERMIT? OR DRIVERS LICENSE?
6) CAN RECOVER CIVIL IF YOU EVER FIND THE MYSTERY RAGE ROAD DRIVER?

Nope, he will not come out even. He will be fined for not having a lcense and not having insurance. No DL is usually $300-400 and no insurance is about $400-500, in CA that is. He can sue the guy in small claims court or civil court for the $ to fix his car, but he has to pay the fines. Oh ya, I almost forgot. He also has to pay towing and impound fees, usually 30 days worth. That is going to be another few thousand $'s.

i think your friend is busted either way, depending on his driving record, he could be done as bad as the other driver who hit the car because he didnt have a permit or insurance

charges of assault with deadly weapon have to be filed on the agressor. the one who pushed u off the road cant be charged equally with driving w/o permit and fmfr(no insurance).
if in criminal court youre not happy, sue him in civil court. .. just have all ur ducks in a row..

hope he dont live in ohio if he has no ins. driv. .l. or any of that. cause their automatically at fault ( if they get caught driving or wreck ). will have to pay for other guys vech. & hospital/med.bills . dont know about any other state.
