They are called Kinetic Balls, or more properly, Newton's Cradle. They are called so because they demonstrate newton's third law of motion: for every action, there is an equal and opposite reaction.

It was originally marketed (at least in the US) as "The Executive Time Waster".
Presumably because they were sort of a Sharper Image style novelty. That is, until everyone had one.

Good question, I have always called them, "Those clicky balls on strings where you drop one and the one at the other end kicks out, that sits on a desk." Brilliant answer, I know.
I bet you could find one on EBay if you knew the name of it.
