A stereotype.
As a religion Catholicism tends to emphasize personal responsibility and a strong sense of right and wrong. Guilt is supposed to happen when someone knowingly does wrong (sins). This is your conscience telling you to go back to God.
There would be something wrong with you if you sinned and did not feel guilty. Sociopaths feel no guilt.
However feeling guilty after God has forgiven you is not healthy or Catholic.
The guilt a Catholic feels is really no different that that of a Protestant, an Atheist, a pagan or other believer. The term "Catholic Guilt" is a stereotype.

I have been an active catholic for many years and raised in a devout active Catholic family and I do not identify with people's blaming their problems on "catholic guilt". For a Catholic , the grace of christ is more than sufficient to heal guilt,especially through the Sacrament of Penance. Some 'bad catholics" I know of complain about "Catholic guilt' concerning things that they should feel guilty about but they refuse to repent or in any way take responsiblity for their actions and the results of their actions.

To those that much has been given---much is expected---the thing here is not many people can live up to what is expected of them and instead of being all that more joyful for Jesus sacrifice they become mired in pride and scrupulosity---The nerve of sin having anything to do with me---they don't realize that it is the sin within them and this is what Jesus came for. So in short it is pride that causes the guilt. They see the sin through Jesus' eyes and do not want to admit they are sinners and just get on with life. Just because they see the sin doesn't mean they are exercising it either.

Good question. I was baptized and raised Catholic, and now I'm non-religious and I still have remnants of it. It basically is the shame and guilt one feels, often to an unreasonable degree, with a little self-doubt thrown in for good measure, for things like indulging in pleasure, stuff like that.
