You might start by taking them to a trainer if you do not have the experience to train the puppies yourself.
One thing that I would do at home is to touch them all over so that they learn that it is good to be touched all over. Love on them and especially hug them around their bodies. This teaches the dog to accept being loved on and handled. They will accept the touching all over and the hugging as a good thing.
Another thing to do at home is to make them SIT before you feed them. My dogs are both German Shepherds and they know that they have to sit before they get fed. Having them sit before getting fed teaches them that YOU ARE THE PACK LEADER AND THE SITTING BEFORE BEING FED ENFORCES THE PACK LEADER STATUS.
A easy way to get you dog to lay down is to first make them sit, then with your hand wrapped around a biscuit - slowly bring the biscuit toward the ground all the while saying the command - DOWN.
Do they know how to walk on a leash? If not this is something that they need to know how to do. Let them just drag the leash around for a while ( say an hour or so) just to feel the weight of the leash. After a while they will probably accept the leash.
Good luck with your puppies. Both of the breeds - Chows and German Shepherds- are strong willed dogs, but with some love and patience they will be great dogs. THEY NEED TO BE TRAINED WHILE THEY ARE YOUNG.
ONE OTHER THING IS TO ALWAYS BE CONSISTENT IN THE TRAINING AND KEEP THE COMMANDS SIMPLE.

Get into an obedience class. A good, experienced instructor will take you a long way. It's the best thing I ever did with my dog!
