In the original language, the words "ask", "seek" and "knock" are in what is called the infinity tense. Meaning they represent on continual or ongoing action. One way to translate it would be "Ask and keep on asking, and it shall be given to you; seek and keep on seeking and you will find, knock and keep on knocking and it shall be opened".
One reason that people do not receive is that the stop asking, seeking and knocking. Their faith gives out and they do not follow through.
Another is that they only ask, or they only seek, or they knock. They do not do all three. They ask, but do not seek God to know his will in what and how to ask, or they never knock - which to be action to their prayer. If they only do part of the requires, they do not get all the results.
And by continuing to ask, seek and knock, God is able to adjust their attitude, faith and desire until what they are praying for is something he can answer. Remember that prayer is not a magic spell, and God is not a genie who has to grant anything you wish for. Rather, prayer is talking to God, to learn his will, seek his blessing, and follow his commands. As we continue to ask, seek and knock, our will merges with him, and we receive, find, and open the door to his blessings.
In over 50 years of praying, I have never had a prayer that was not answered. The answers was not allows "yes", but it was answered.

There is a story I posted here before and I will again -
There is a big flood, and the town is being evacuated. 1 man is standing on his deck and a jeep drives by and stops - they yell to the man, "Get in and we'll take you out!" The man says. "No thanks, God will save me." ... He's on the second floor, and a boat goes by, they stop and yell, "Hey get in, and we will take you to safety." "No thanks, god will save me." And finally the man is on the high point of the roof - a helicopter comes over and says - "Get on, we will take you out." "No. Thanks. God will save me." His body was found the next day ... and at that very moment his soul was meeting his maker. And he had to ask, "God why didn't you save me?" And God said to him, "Well son, first I sent a jeep, then a boat and then a helicopter. Why didn't you take my help?"
So, how do you know that "God" is giving to you, but you are just not recognizing the gift? There for unable to receive it.
Also remember - Asking is the first part. But if you are not prepared to receive, then how can it come to you?
For my part, looking back ... I can say that everything that I really asked for came. But most of the time not in the way I imagined. And I didn't recognize it until I went back and looked in my diaries (I have kept them sense I was 10 - that is over 20 years) and from my vantage now ... I can say it did come to me.
Be careful what you ask for ... you WILL get it.
;-)

Jesus is talking about salvation.
Ask, and it will be given to you (asked to be forgiven)
Seek, and ye shall find (seek God, and you will find Him)
Knock, and it shall be opened to you(If You truly want to be with the Lord, you will obey His commands.)

This is a hard one to understand, but it relates to spiritual things, as God is Spirit. So to pray or ask for money or a big house is never heard, because spiritual man already has supply and a place to live. We need to pray to see things that already are, but hidden by our senses and misconceptions.

Just my belief here.. but to the person who wrote that they don't believe in prayer.... The ones that prayed for their arm (amputees) to be healed WILL be healed if they are on the A list to heaven. Again, just my belief. Loss of a limb and having a life is still a blessing if you ask me. I've lost both my mother and brother to cancer. If you could ask them before dying would you give your arm to be healthy.. what do you think they would say?

The Main Reasons for People NOT Getting What They Ask Center on the Person's FAITH & GOD's WILL! EVEN if the Person TRULY BELIEVES What He or She Asks, FULLY EXPECTING to Get IT, if it's NOT GOD's WILL, IT'S NOT HAPPENING!!! EVEN if it's GOD's WILL, the Person MUST TRULY BELIEVE He or She WILL RECEIVE, Otherwise, IT'S NOT HAPPENING!!! As I Understand it, the Confluence of GOD's WILL & the Person's FAITH is REQUIRED!!!

Do you really believe that those "miracle" lose-weight-without-exercise dietary supplements actually work? No? Then why should you believe in the Bible?
