If the State of VA is trying to take any of his personal possessions, it's NOT due to any lien on his property. He must have other debts to the State that have gone unpaid.

Liens are settled one of two ways. You'd either foreclose on your lien or the lien will be settled if he tries to sell or encumber the property.

tax liens, mechanics liens? what sort?

Usually liens are satisfied on or before the property is sold or refinanced.
